The PavelAndreev.ORG platform started as a personal software project created by Pavel Andreev so that he and a group of his friends could easily and digitally raise funds for social causes. At the beginning, it was not public and did not have the ambition to become a large-scale platform. Over time, however, more and more people learned about it and began to contact Pavel with a request to use the system for their campaigns.
Thus, the personal initiative has gradually grown into an open and accessible platform for anyone who needs support - driven by the belief that good deeds should be easy, transparent and accessible to everyone.

The mission of PavelAndreev.ORG is to be a trusted partner for people in need and for all who want to help. The goal of the platform is to provide an easy, transparent and secure way to organize campaigns and raise funds - without complicated processes and with full accountability.

The team work persistently in two major directions:

• No commission for the campaigns – when donating via automatic methods (bank card, PayPal, ApplePay, GooglePay and others) the platform is financed solely through voluntary support from donors. Each donor can contribute with an amount for the maintenance of the platform if they wish, but it is not mandatory. Under this model, 100% of the donated amount reaches the campaign, as only transaction bank fees are deducted.
  
  
• Real-time transparency – every donation is publicly displayed in the Donors section of the respective campaign. The total and available funds raised are updated in real time, which guarantees full accountability and trust.

Creating a campaign on PavelAndreev.ORG is a quick, easy and clear process. Anyone who needs support can create a campaign by clicking the “Start a Campaign” button. They have to go through a multi-step process where they can tell their story, upload photos and documents if they wish to launch a medical campaign.
After submitting the campaign, the platform team will contact its initiator. The purpose of the conversation is to shape the campaign in the best possible way. If additional photos, information or documents are needed, the team will request them. For the approval of a medical campaign, it is mandatory to provide medical documents and, if possible, an offer (or a proforma invoice or other document) for complete or partial treatment. The platform shall pay for the treatment directly to the healthcare provider and we have to be sure that the payment can be made via wire transfer.
After the approval, the campaign becomes publicly accessible and may receive donations as soon as possible.
The team stay in contact with the organizer at all times and support them with advice, guidance and popularization (depending on the region the campaign is from).

PavelAndreev.ORG ranks transparency as a basic principle in its work. Each campaign on the platform has a publicly-accessible Donor section, where all donations made are displayed in real time. Any donor who has not chosen to make their donation anonymously can find their name in this list.

Both the total amount raised and the available amount are visible on the page of each campaign – namely, the funds that have not yet been spent at a specific time. It gives the donors a clear and persistent idea of ​​the movement of the funds.

For full accountability and traceability, the platform maintains a special News section, too. Current messages and updates about the campaign added personally by its initiator are published there, as well as information about all the payments made. Regarding medical campaigns, the exact recipient of the funds is also indicated – for example, the specific hospital or medical facility the payment was made to.

This model guarantees complete transparency and trust between donors, organizers and the platform.

To guarantee reliability and real help for people in need, each campaign on PavelAndreev.ORG goes through a verification process and should meet several clear criteria.
The campaigns on the platform are divided into two main types - medical and non-medical. With both types, it is mandatory for the campaign to contain photos and a detailed description that clearly presents the story, goal and need for support, and it should go through a standard KYC process before the funds are disbursed. The purpose of the KYC process is to identify the person behind the campaign, in line with the valid regulations.

• Medical campaigns:
  These campaigns fall into the Treatment, Medication and Rehabilitation category and they should go through a verification process. It is mandatory to submit a medical report or another medical document that proves the diagnosis or health condition of the beneficiary. Depending on the specific case, an offer (proforma invoice) from the respective hospital may also be required to clearly set the target amount. This is not mandatory in every case, but it is recommended to specify a target amount for diseases such as organ transplants. In cases of oncological diseases, it is not mandatory to present an offer (proforma invoice) due to the specific aspects of the disease and it is not possible to fix a specific amount. • Non-medical campaigns:
  All other campaigns that are not related to treatment or medical needs are categorized as non-medical. No compulsory documents are required for them, but it is important to have a  specific, sincere description which clearly explains how the raised funds shall be used.

This approach guarantees that each campaign on PavelAndreev.ORG is reliable, verified and presented in a way that builds trust between organizers and donors. Going through a standard KYC process guarantees that, if requested by law enforcement authorities, we can prove at any time who was the initiator behind the campaign. The platform has additional internal processes, too, that are not publicly disclosed and based on them the platform may reject campaigns or, if fraud is suspected, close campaigns. In such cases, the platform returns the money to the donors.

The platform uses Stripe and PayPal payment processors to accept donations and  direct payments to an IBAN account (for certain regions). These processors allow us to easily accept donations by bank card, ApplePay, GooglePay and dozens of local payment methods that are specific to certain countries. After you make a donation, the funds are deposited into the  accounts of the platform and then paid out in line with certain rules to the campaign initiators. Each initiator submits a request for the payment of funds, which is reviewed and approved as soon as possible.

The PavelAndreev.ORG platform is completely free for organizers – there is no commission for creating or managing a campaign.

Donations on the platform can be made in three ways:

1. By card, ApplePay, GooglePay and dozens of local payment methods via the Stripe payment processor
   
   
2. With a PayPal account
   
   
3. By direct bank transfer via IBAN

1. Donations via Stripe or PayPal
   With these methods, no commission is deducted from the platform. The only costs are the standard transaction fees of the payment operators (e.g. processing of card payments by Stripe or PayPal). These fees are fixed by the operators themselves and are automatically deducted with each transaction.

2. Donations via IBAN (direct wire transfer)
   For donations made via IBAN, a 5% fee is applied, which remains for the platform. This fee covers administrative costs, payment processing and service maintenance so that the system can function securely and in a timely manner.

PavelAndreev.ORG is funded via an innovative and fully transparent model that guarantees independence and sustainability as it burdens neither the organizers nor the donors.

The main principle is voluntary financial support from donors. With each donation, regardless of the payment method, each donor has the opportunity, depending on their wish, to contribute with a small amount to support the work of the platform. This contribution is separate from the campaign amount and is completely optional - the donation can be made without it.

The funds collected in this way are used for:

• technical support and development of the platform;
  
  
• guaranteeing a team that supports campaign and monitor transparency;
  
  
• marketing and advertisement of campaigns in different countries;
  
  
• administrative and banking costs related to the processing of the donations;
  
  
• international development and expansion

This model allows PavelAndreev.ORG to remain commission-free for campaigns while maintaining a high level of security, service and transparency.

There are two completely separate types of funding on PavelAndreev.ORG: campaign funds and platform funds.

Campaign funds do not belong to the platform – they are entrusted to our team solely for the purpose to be paid out in line with the valid rules of the platform. We are bound to be ready and available to pay out 100% of the raised funds, even if all the campaigns request their funds at the same time. This money is never used for operational needs, advertising, development or other purposes – this is one of the main rules the trust in the platform is built upon.

PavelAndreev.ORG is financed solely by voluntary amounts that donors can contribute at their own discretion with each payment. Our commitment is not only to invest in development, but also to maintain a reserve that guarantees stability and covers costs during periods of lower activity.

This model guarantees complete transparency and financial independence – campaigns receive their full funds, and the platform continues to operate sustainably, without affecting a single donation.

The control over each campaign on PavelAndreev.ORG begins from the moment of its creation.
Each user can start a campaign via the Start a Campaign button by writing their story, uploading photos and indicating the purpose of fundraising. If the campaign is medical, medical documents proving the beneficiary’s condition should be attached.

After the submission, the platform team shall contact the initiator personally. The conversation aims to ensure that the campaign is professionally designed – containing enough information, photos and documents to guarantee credibility and trust. If necessary, the team may require additional materials or clarifications before approval.

Check and approval of documents

Before the campaign is launched, it shall be checked by the platform team.

• For medical campaigns (in the Treatment, Medicine and Rehabilitation category), a medical report or other type of medical documentats are required that verify the diagnosis. In some cases, an offer (proforma invoice) from the hospital may also be required as it may function as a guideline for the target amount (for example, organ transplantation). In other cases (e.g. oncological diseases), due to the specific features, a complete offer (proforma invoice) for the treatment cannot be issued, so it is not required. The assessment shall be based on the specific case.
  
  
• For non-medical campaigns, no documentation is required, however, the campaign should contain a specific, credible and clear description of the target, and photos that confirm the reality of the case. Documents are not necessarily required because in non-medical campaigns the platform works only as a software service and the funds are raised from the audience of the initiator.

KYC process and identification

All campaign organizers undergo a standard KYC process (Know Your Customer) – an international practice for identifying the persons behind the campaigns. This process guarantees that we know who is behind each campaign and can provide data to the competent authorities if necessary. KYC, in combination with internal checks, protects both donors and the good name of the platform.

Monitoring after the start of the campaign

Once the campaign has been approved and published, it is not left unsupervised. The platform team maintain active communication with the organizer and monitor the development of the campaign – both progress and the proper use of the funds raised. With medical campaigns, each payment is made in the scope of strict rules. If the platform should make a payment under a medical campaign to a hospital it has not paid to so far, it shall contact the hospital to confirm the bank details. Thus, it guarantees that the funds go exactly where they are needed.
With non-medical campaigns, our financial department constantly monitor incoming donations based on certain rules that monitor for fraud with stolen bank cards. If suspicious transactions are detected, the funds are returned, the campaign is closed, and the access of the campaign initiator to the platform is restricted.

Measures against misuse and fraud

PavelAndreev.ORG has internal mechanisms for recognizing and preventing fraud attempts.
In case of suspicion of wrong-doing, the campaign may be temporarily frozen or permanently terminated, and the raised funds returned to the donors. The platform reserves the right to refuse approval of a campaign or suspend it in case of discrepancies, without publicly disclosing the verification methodology in order to prevent misuse.

The result of this process is multi-layered control - from preliminary verification and identification, through ongoing monitoring and direct payments, to full accountability for each action.
It guarantees that every campaign on PavelAndreev.ORG is real, credible and managed with maximum responsibility.

PavelAndreev.ORG .places transparency as a basic principle in its work. Each campaign on the platform has its own public page where all financial information related to it is available in real time.

The Donors section shows all donations made and the names of the donors, unless they have chosen anonymity. The same page displays both the total amount raised and the available amount – the funds that have not yet been spent at the specific moment. This gives donors a constant and clear picture of the flow of funds and guarantees full accountability.

For even greater transparency, each campaign has a News section, as well. There, the organizer publishes current announcements about the development of the campaign; more, the amounts paid are also visible. If it is related to medical campaigns, the recipient of the funds is also accurately indicated, including the name of the hospital the payment was made to.

Thanks to this model, donors have full visibility into the movement of funds in each campaign in real time, and the platform guarantees trust and transparency at every stage - from the receipt of funds to their actual use.

There are two types of campaigns on the platform - medical and non-medical.

In medical campaigns, the clearly specified strict rules for the payment of funds guarantee that misuse cannot occur. The funds raised in medical campaigns are spent only and solely based on the rules, thus excluding the possibility of fraud.

In non-medical campaigns, the platform works only and solely as a software service, and for this reason, internal technological solutions and processes have been developed that detect if donations are made with stolen bank cards. If there is such a situation, all funds are returned to the accounts of the people, the access of the campaign initiator to the platform is restricted, and the campaign is closed.

For both types of campaigns - medical and non-medical, the campaign initiators undergo a KYC (Know Your Customer) process, through which we identify the user who started the campaign with an identity document and can cooperate with law enforcement authorities at any time.

When a notification is received, it is immediately assessed by the team, and if need be, additional documents and evidence are required from the organizer. If a violation is detected, the campaign may be frozen or terminated, and the funds returned.

PavelAndreev.ORG operates with a zero-tolerance principle for wrong-doings, thus protecting both donors and the good name of the platform and all conscientious organizers.

The process of payment and reporting of funds on PavelAndreev.ORG is strictly regulated and fully transparent. It guarantees that the collected donations are used only for their intended purpose and for the benefit of the real needs of the beneficiaries.

There are two types of campaigns on the platform - medical and non-medical, and the rules for the use of funds and the terms and conditions for their payment depend on both the type of campaign and the country the campaign was launched from.

Medical campaigns

Medical campaigns are subject to strict control and follow specific rules described in detail in item 8 of the General Terms and Conditions of the platform. Each organizer and donor agrees to these rules when launching or supporting a campaign. Each payment for a medical campaign is supported with documents. Within the scope of the implementation of the GDPR, the documents are visible only to the platform. The rules are divided into two types - for medical campaigns launched from Bulgaria and for medical campaigns launched from all other countries.

1. Medical campaigns launched from Bulgaria

Funds can be reimbursed in three ways:

A) To the beneficiary's donation account

• A valid contract for opening a donation account, signed and stamped by the bank, shall be required.
  
  
• The contract shall be effective at the time of disbursement (if the validity has expired, an annex from the bank shall be submitted).

B) By proforma invoice to a third party (e.g. hospital, laboratory, supplier)

• The platform can only cover expenses related to treatment, rehabilitation, examinations, medication, medical transport, hotel for the beneficiary and a companion, translation services and other justifiable medical expenses.
  
  
• Payment is made directly from the platform to the hospital via bank transfer.

C) To personal account

• It is only eligible for expenses that cannot be paid in advance based on a proforma (e.g. visas, medication, accommodation, transport, hospital equipment).
  
  
• The expenses should have incurred after the campaign has been launched.
  
  
• The funds can only be reimbursed to the account of the campaign initiator or the beneficiary.

2. Medical campaigns launched from countries outside Bulgaria

• Funds are paid only against a pre-issued pro forma invoice or similar document to a hospital, doctor or laboratory.

• Payment is always made directly to the institution.
  
  

Non-medical campaigns

For campaigns that are not related to treatment or medical needs, funds are paid to the account of the campaign initiator. The initiator is responsible for how the raised funds are used. The platform may request documents or evidence of expenses incurred in case of doubt or upon notification.

Full control and transparency

The combination of prior verification, clear payment rules and public accountability guarantees that each donation has been used for its intended purpose. Thus, PavelAndreev.ORG maintains its most important principle – trust built through real and verifiable transparency.

Our goal is to provide a clear, specific and personal answer for each user, not an automatic message. In cases that require a more in-depth check - for example, in case of a campaign verification or a report of a wrong-doing - processing may take longer, but we always notify the user about the status of the inquiry.

The platform reserves the right not to respond to aggressive, disrespectful or off-topic inquiries and messages that are not related to the activities and objectives of PavelAndreev.ORG. This policy allows us to devote our time to real help to people and campaigns that really need support.

If you detect a problem with the platform (for example, difficulty payment, error when uploading documents or a visual bug), you can write to us or call us directly via the Contact Form describing the situation in detail.

If you suspect misuse, fraud or a fake campaign, report it to us immediately via the same form. Each report is reviewed as soon as possible by a special team that check the case and take the necessary actions — including temporary suspension of the campaign in case of reasonable suspicion.
