Code of Ethics for Donors
1. The role of Donors and the commitment of the platform
The donor is the heart of any successful campaign. We believe that every donation is an act of trust, empathy and good faith. From our perspective, we take the responsibility to guarantee:
Verification of the medical campaigns: To post a medical campaign, the beneficiary should have provided valid medical documentation proving the disease, and photos, a description (history) and an offer for treatment (if possible). We do not check whether the treatment can be performed free of charge in their country. Our role is solely the organization and financial support of the campaigns.
Full transparency of the allocation of funds - in each campaign, as a piece of news you will be able to see what amount and to whom it was transferred in line with the following payment rules as specified under item 2.
2. What happens with the funds
Regarding medical campaigns in Bulgaria:
to the Beneficiary's donation account - after giving an agreement to open a donation account. The account, the holder's names, signatures and seals on the document must be visible. The agreement term (time limit) should not have expired. If it has expired, add up an annex issued by the bank;
via proforma invoice to a third party which clearly shows what is being paid. You agree that the following types of costs may be paid: treatment and rehabilitation, examinations and medical drugs, transportation from the place of residence to the city where the treatment is going to be performed - bus or plane tickets for the beneficiary and one companion or ambulance, hotel for the beneficiary and one companion, translation services;
Terms and conditions to pay costs to a personal account:
- these costs could not have been paid via a proforma invoice issued beforehand to a third party (your treatment and examinations in the hospital are a cost that can be paid with a proforma!) and you have already paid them;
- these costs were generated after you have had the campaign approved on the platform. Expenses incurred before the campaign was launched shall not be paid;
- costs that could not have been paid in advance via a proforma invoice are: hotel or accommodation, travel costs for transportation from the beneficiary's address to the city where the treatment is going to be performed (bus, plane ticket or ambulance), visas, drugs, prostheses, orthoses, hospital equipment;
- costs to a personal account shall be paid only for the Beneficiary and one companion;
- costs to a personal account shall be reimbursed only and exclusively to the account of the Campaign Initiator or the Beneficiary.
Regarding medical campaigns in countries other than Bulgaria:
Payments are made only upon proforma invoice to a hospital/medical center, physician or laboratory.
The platform shall reserve the right to refuse payment if the above rules have not been observed and if detailed and clear information about the patient's condition and the requested cost is not provided when requesting payment. This information, together with the cost of treatment and the recipient (e.g. hospital or third party), appears on the campaign page as news so that donors would be informed about what is happening with the beneficiary.
In case of death of a beneficiary of a medical campaign and if there is a remaining amount, it shall be used to cover the remaining debt to the hospital, payment of funeral expenses and transportation of mortal remains. If after these costs there is still an available amount, the campaign initiator shall transfer the remaining funds within 30 days after the death of the beneficiary to campaigns on the platform.
Regarding non-medical campaigns from all over the world:
Non-medical campaigns are all initiatives that are not related to treatment, medicine or rehabilitation - for example, for sports, education, culture, personal causes, travel, etc.
The following terms and conditions apply to them:
PavelAndreev.ORG acts solely as a platform/software as a service (Software as a Service);
The platform does not check the content of the campaign, does not require documents and does not approve or verify the goal;
Each initiator creates their own campaign, promotes it and is responsible for the contents;
The funds raised are paid directly to the initiator in compliance with the general rules of the platform.
Although the platform does not control non-medical campaigns, it shall reserve the right to refuse campaigns if there are doubts about the good faith of the initiators. We shall also reserve the right, in case of doubt, to request documents from the initiators for spending funds already requested and paid by the platform.
Each approved payment is posted as news on the campaign page showing the respective amount.
3. What do we do to protect you as donors
We conduct a KYC check (collection of identity documents) of each campaign initiator so that we can clearly identify who is behind it in case it may be requested by regulatory authorities.
All donations are traceable and they are not made in cash.
The rules for launching a medical campaign on the platform make it obligatory to present medical documentation about the beneficiary proving the respective disease. We also have internal procedures to check the disbursement of funds, which guarantees that the money is paid out in line with the rules specified above.
The information in the campaign (history, needs, goals) is provided by the campaign initiator, and we rely on their good faith. We shall not bear responsibility for inaccuracies or if the initiator misleads the audience.
4. What we do not guarantee
We do not guarantee that the amount you donate will contribute to the full success of the campaign – it depends on the commitment of the campaign initiator, the presentation of the case and the interest of the community.
We do not assess the urgency or the moral gravity of the case. How urgent the case is depends on the information provided by the initiator.
We neither give advice where people should seek treatment, nor we assess whether their treatment is necessary. We are not a regulatory body, but a technology platform that provides a transparent connection between donors and those in need.
We are not responsible for the pricing between patients and hospitals, physicians, pharmacies, medical equipment suppliers and others.
5. Your rights as a donor
As a donor at PavelAndreev.ORG, you have the following rights:
To see all the available public information about the campaign before making a donation;
To make donations only once or regularly;
To donate anonymously or with your names visible, depending on your preference and the donation method you have chosen;
To receive confirmation about the donation you have made;
To follow the progress of the campaign through updates and news in the campaign;
To receive a certificate for your donation;
To ask questions:

Our team may forward your questions to the initiator or connect you with them, but only with their explicit consent.
6. What do we expect from you as a donor
Read the information in the campaign carefully and be aware of it in detail before making a donation so that you can be as informed as possible;
Donate after getting informed and in a conscious manner;
Refrain from unfounded accusations and negative comments towards those in need;
Keep in mind that many of the beneficiaries are in a difficult emotional or physical condition;
If you have any doubts, concerns or questions, get in touch with us or do your own research and do not donate if you are not convinced in your desire to do so;
If you have concerns about the campaign or how complete the information on the platform is, do your own research by searching for the initiator or beneficiary of the campaigns on social networks. Thus, you can monitor how the campaign is being conducted by them.
7. The role of the platform
PavelAndreev.ORG is a technology platform that connects those in need with people willing to donate.
We are not a governmental, health or regulatory authority. We do not approve treatment, do not select hospitals, do not assess which case is more urgent than another, and do not participate in the selection of healthcare organizations for patients and in the negotiation of their financial terms and conditions;
We work in line with already defined and approved internal rules and procedures that guarantee transparency, security and fairness of the donation process.
8. Donation reimbursement policy
We fully respect the right of every donor to reconsider their donation:
Every donor has the right to request a reimbursement of the donated amount, without being obliged to give any reason for that;
The only condition is that there should be an available and unspent amount in the respective campaign which is sufficient to cover the requested reimbursement;
Reimbursement shall be made using the same method the donation was made (e.g. by bank card or account);
We assess such requests quickly, without unnecessary questions and with respect for the donor's decision.
9. How is the PavelAndreev.ORG platform funded
There are 6 payment methods on the platform. They work as follows:
With 5 out of them (bank card, Paypal, ApplePay, GooglePay, Revolut) you have the right to support the platform with an amount paid extra to the donation amount. For example: you have decided to donate 100 euros to the campaign. Extra to this amount, but only and solely upon your request, you can support the platform with an amount. If you do not want to, you can indicate 0 euros (0%) and will not financially support the platform. Only the transaction fee to the payment processors through which we accept payments shall be deducted from the donation amount for the campaign (100 euros).
When you donate to the IBAN account of the platform, 5% of the incoming amount shall be credited to the platform. For example: if you have decided to donate 100 euros, then 95 euros shall be credited to the campaign and 5 euros - for the platform.
