Code of Ethics for Organizers and Beneficiaries of Campaigns

1. Types of campaigns on the platform

The PavelAndreev.ORG platform deals with two main types of campaigns:

Medical campaigns

  • Campaigns dealing with raising funds for treatment, medical interventions, rehabilitation and other healthcare needs of people.

Non-medical campaigns

  • All other campaigns that do not fall into the “treatment, medicine and rehabilitation” category – e.g. social causes, personal initiatives, sports, education, etc.

This document gives in detail the requirements and process of working with the platform for both types of campaigns.

2. Who can create medical campaigns

  • Individuals from any country who need funds for treatment – regardless of where it is going to be performed;

  • Mandatory condition: the treatment must be payable via bank transfer upon an invoice, pro forma invoice or similar document issued for that;

  • Campaigns that require cash payments are not allowed. All expenses are covered only via bank transfer.

  • Campaigns are accepted only when there are available valid medical documents;

  • PavelAndreev.ORG does not assess medical need – upon the available medical documents, it is assumed that the need is real;

  • The platform does not advise where to have the treatment, it does not recommend hospitals/countries and does not check whether the treatment can be free of charge in the country of the beneficiary – our role is to support the financial aspect of the campaign.

3. Steps in creation and approval of a medical campaign

Step 1: Digital request

The first step is to make a registration and through it the initiator of the campaign obligatorily becomes aware of our general terms and conditions in detail. The goal is: before starting a campaign, the initiator should be aware of all the terms and conditions of the platform and should be able make an informed choice. If they do not agree with the general terms and conditions of the platform, they shall not agree with them and shall not start a campaign. After registration, the initiator fills in an online application where they:

  • Upload photos, history, documents and set a target amount and deadline;

  • Get automated advice on best practices for text and visual contents. In regard with photos, best practices are to show the person before and after the illness and photos with their family. In this way, they give a blink of their lives to donors. Regarding the text of the campaign - it should describe who the person the campaign is organized for really is, what they are like, what they do, what progress they have done so far regarding their illness and other details at their discretion.

  • Upload mandatory medical documents (e.g. a medical report or other medical documents).

  • If possible - a medical offer (preferable, but not mandatory). For most diseases funds are raised for on the platform, it is almost impossible to fix a specific amount for the overall treatment. Target amounts for oncological diseases are set mainly based on the previous campaigns and the discussions of the campaign initiators with other people suffering from a similar disease and with the medical teams. The amounts for other diseases (for example: rehabilitation, etc.) are estimated based on 1 rehabilitation/manipulation procedure and are multiplied by the required number, which is determined by medical teams.

Step 2: Phone consultations

  • We have a phone call or written communication with each campaign initiator;

  • We assess the submitted campaign information;

  • We help with recommendations for improving the text, photo selection and target amount. Regarding the target amount, we solely count on previous campaigns on the platform and we may give advice, but the final decision is made by the campaign initiator;

  • We may require additional documents if there are gaps

Step 3: KYC check before being paid by the platform

  • Each campaign initiator goes through a KYC procedure (Know Your Customer) – identification with official ID documents.

  • Campaigns without a successfully completed KYC procedure shall not be paid.

4. Posting and promoting

  • The approved campaigns are posted on the website.

  • Our team disseminate them through our social channels.

  • We encourage beneficiaries to:

    • Share the campaign with friends and family.

    • Post regular updates on status and progress.

5. Ethical principles and clarification

Truthfulness and transparency

  • All submitted data and documents must be true.

  • False or misleading information/documents submitted will contribute to the cancellation of the campaign and restriction of the access to the campaign.

  • The initiators shall bear full responsibility for the truthfulness of the submitted information.

Target amount

  • We provide guidelines for determining a reasonable amount if the campaign initiator does not know the overall target amount. Our guidelines rely solely on the experience we have gained from previous campaigns as this amount shall be approved by the campaign initiator.

  • The ultimate responsibility for the amount shall be borne by the campaign initiator because namely they approve the amount in the end.

Confidentiality

  • Medical documents are not posted pursuant to GDPR, but shall be assessed by the verification team. We would like to underline that the platform is not a medical institution and from our perspective the availability of such documentation only confirms the disease that has already been diagnosed by a physician or medical institution and the need for treatment. We do not estimate the need for a given treatment, whether it would be successful and other similar aspects. They are entirely in the scope of responsibility of the campaign beneficiaries.

Guarantee

  • The platform does not guarantee that the requested amount will be raised.

The success of the campaign depends on its contents, the activity of the campaign organizer and the interest of donors.

6. Payments

Regarding campaigns in Bulgaria:

  1. to the Beneficiary's donation account - after giving an agreement to open a donation account. The account, the holder's names, signatures and seals on the document must be visible. The agreement term (time limit) should not have expired. If it has expired, add up an annex issued by the bank;

  2. via proforma invoice to a third party which clearly shows what is being paid. You agree that the following types of costs may be paid: treatment and rehabilitation, examinations and medical drugs, transportation from the place of residence to the city where the treatment is going to be performed - bus or plane tickets for the beneficiary and one companion or ambulance, hotel for the beneficiary and one companion, translation services;

  3. Terms and conditions to pay costs to a personal account:

- these costs could not have been paid via a proforma invoice issued beforehand to a third party (your treatment and examinations in the hospital are an expense that can be paid with a proforma!) and you have already paid them;

- these costs were generated after you had already campaign approved on the platform. Expenses incurred before the campaign was launched shall not be paid;

- costs that could not have been paid in advance via a proforma invoice are: hotel or accommodation, travel expenses for transportation from the beneficiary's address to the city where the treatment is going to be performed (bus, plane ticket or ambulance), visas, drugs, prostheses, orthoses, hospital equipment;

- costs to a personal account shall be paid only for the Beneficiary and one companion;

- costs to a personal account shall be reimbursed only and exclusively to the account of the Campaign Initiator or the Beneficiary.

Regarding medical campaigns in countries other than Bulgaria:

  • Payments are made only upon proforma invoice to a hospital/medical center, physician or laboratory.

The platform shall reserve the right to refuse payment if the above rules have not been observed and if detailed and clear information about the patient's condition and the requested cost is not provided when requesting payment.

7. Non-medical campaigns

Non-medical campaigns are all initiatives that are not related to treatment, medicine or rehabilitation - for example, for sports, education, culture, personal causes, travel and others.

The following terms and conditions apply to them:

  • PavelAndreev.ORG acts solely as a platform/software as a service (Software as a Service);

  • The platform does not check the content of the campaign, does not require documents and does not approve or verify the goal;

  • Each initiator creates their own campaign, promotes it and is responsible for the contents;

  • The funds raised are paid directly to the initiator in compliance with the general rules of the platform.

Although the platform does not control non-medical campaigns, it shall reserve the right to refuse campaigns if there are doubts about the good faith of the initiators. We shall also reserve the right, in case of doubt, to request documents from the initiators for spending funds already requested and paid by the platform.

8. Final notes

  • PavelAndreev.ORG shall not bear responsibility for the choice of a medical institution or country.

  • We shall not bear responsibility for the pricing between patients and hospitals, physicians, pharmacies, medical equipment suppliers and others.

  • We do not advise people whether and where to get treatment.

  • The platform guarantees ethics, transparency and security of the financial process.

  • Our mission is to give opportunity to those in need to get support - without bureaucracy, but under strict responsibility.
