This fund is designed for donors who wish to contribute but are unable to select a specific campaign. The campaigns are divided into two categories on the PavelAndreev.ORG platform: medical and non-medical.
For medical campaigns (Treatment, Medicine and Rehabilitation category) there are strict rules that are clearly defined in item 8 of the General Terms and Conditions of the platform and every campaign initiator and donor shall agree to them. If there is a discrepancy between this text and the text in item 8 of the General Terms and Conditions, the General Terms and Conditions shall prevail. The conditions are:
on the Beneficiary's donation account (the method is only available for campaigns in Bulgaria) - after submitting a contract for opening a donation account. The account, holder's name, signatures and seals of the document should be visible. The time limit of the contract should not have expired. If it has expired, attach an Annex issued by the bank;
on a proforma invoice to a third party where you should clearly indicate what you are paying for. You shall agree that the following types of expenses can be paid: treatment and rehabilitation, examinations and drugs, transportation from the place of residence to the city where the treatment takes place - bus or plane tickets for the beneficiary and one companion or ambulance, accommodation for the beneficiary and one companion, translation services.
Conditions for payment of expenses to a personal account: - these expenses could not be paid based on a pre-issued proforma invoice to a third party (your treatment and examinations at the hospital are costs that can be paid in advance based on a proforma) and you have already paid them. - these costs incurred after you had already got an approval for a campaign on the platform. Expenses incurred before a campaign has been launched will not be paid. - expenses that could not be pre-paid based on a proforma are: hotel or accommodation, travel costs for transportation from the location of the beneficiary to the city where the treatment will take place (bus, plane ticket or ambulance), visas, medicines, prostheses, orthoses, hospital equipment. - Costs from a personal account are covered only for the Beneficiary and one companion. - Costs from a personal account are reimbursed only and solely to the account of the Initiator of the campaign or the Beneficiary.
For non-medical campaigns (all categories other than Treatment, Medicine and Rehabilitation), funds are paid to the account of the initiator of the campaign and there are no explicitly introduced rules.
