Q: What are the conditions for launching a campaign?

Campaigns are divided into two categories: medical and non-medical . You should have photos and a detailed description of your campaign in both categories of campaigns. When launching a medical campaign (Treatment, Medicine and Rehabilitation category), it is mandatory to present a medical report or other type of medical documentation proving the illness of the beneficiary. The requirement to have an offer depends on the illness. It is advisable, but not mandatory, to have an offer (proforma invoice) from the hospital so that the target amount can be clearly defined. No documentation is required when launching a non-medical campaign (category other than Treatment, Medicine and Rehabilitation).

Question 1

The amount available and the total amount donated for the campaign have decreased. What is the reason for that?

Accepted Answer

If the available and undisbursed amount on the platform and the total donated amount have decreased, it means that a donor has requested a refund.

For example:
Total amount donated to the campaign: EUR 10,000
Available and undisbursed amount in the campaign: EUR 3,000

A donor requests a refund of their donation of EUR 1,000

Then the amounts shall be as follows:
Total amount donated to the campaign: EUR 9,000
Available and undisbursed amount in the campaign: EUR 2,000

Question 2

What are the donation payment methods and how do they work?

Accepted Answer

On the PavelAndreev.ORG platform, you can make a donation using the following methods:

Bank card
Paypal
Applepay
Googlepay
Revolut (choose donation with Applepay/Googlepay and the amount will be withdrawn from your Revolut account)
IBAN

What happens to the donated and unspent amount if the beneficiary dies?

In case of death of the beneficiary and if there is remaining available but unspent amount, the initiator of the campaign should transfer the funds to another campaign (or several campaigns) on the platform or to the Fund within the time limit set out in the General Terms and Conditions.

You can launch charity fundraising campaigns on the platform in the following categories:

treatment, medicine and rehabilitation

To add news in your campaign that has been already approved on the platform, follow these steps:

1. Log in to your profile from the Login page. If you are logged in to your user profile, select the green button from the menu.

2. From the user menu select "Campaigns" -> "Add News" or if you are in the "View Campaigns" menu select the black button "Manage Campaign" -> "Add News"

3. The news shall be approved by a platform administrator as soon as possible. Once approved, you will receive a notification on the email you registered with.

How can I change the end date of my campaign?

Accepted Answer

To change the end date of your campaign that has already been approved, follow these steps:

1. Log in to your profile from the Login page. If you are logged in to your user profile, select the green button from the menu.

2. From the user menu select "Campaigns" -> "Edit Campaign" or if you are in the "View Campaigns" menu, select the black button "Manage Campaign" -> "Edit Campaign"

3. Make the adjustment(s) you want.

4. After changing a target amount or text, you should get approval from an administrator.

When the adjustment has been approved, you will get a notification on the email you are registered with.

Question 8

My campaign finished and I don\'t need more funds. What shall I do?

Accepted Answer

If your campaign has finished and you no longer need donations, you have the following options:

claim the full amount available on your campaign in line with the rules and procedures on the platfor
if you do not need the funds, transfer them to another campaign of your choice or to the Fund. You can do it from the user menu "Campaigns" -> "Transfer funds" -> "Request transfer"
close your campaign (if it is not closed) so you would not receive donations. You can do it from the user menu "Campaigns" -> "View campaigns" -> press the "Stop" button.

It is a good idea to post final News on your campaign to inform donors why you are closing your campaign and how your cause has ended.

How can I add photos in my campaign?

To change the photos of your campaign that has been already approved, follow these steps:

1. Log in to your profile from the Login page. If you are logged in to your user profile, select the green button from the menu.

2. From the user menu select "Campaigns" -> "Edit Campaign" or if you are in the "View Campaigns" menu, select the black button "Manage Campaign" -> "Edit Campaign"

3. Make the adjustment(s) you want.

4. When changing a target amount or text, you should get approval from an administrator.

When the adjustment has been approved, you will receive a notification on the email you have registered with.

The most common reasons for rejection of a campaign on the platform

Accepted Answer

The PavelAndreev.ORG platform team fully understand that you need your campaign to be approved as soon as possible, but as it should be able to receive donations, it has to be properly developed by you. The worse a campaign has been developed, the less chance of success it has. During the launch of your campaign, the platform has given you a number of tips on how to launch it in a better manner. If you have not followed them, the campaign might be rejected.

Here are some of the most common reasons your campaign might be rejected:

You have posted few (or no) and inappropriate photos. Photos are critical for the success of your campaign. Don't underestimate them;
You told your story briefly and without any details or emotions. Relying on financial help from strangers, you need to tell everything in detail to potential donors;
Documents are missing or they are of poor quality;
You initiated a campaign related to gambling or credit coverage. The PavelAndreev.ORG platform does not tolerate or approve such campaigns.

Question 15

How much time does it take to check and approve a campaign?

Accepted Answer

After you have duly requested your campaign, a platform administrator will start working on it. It will be scrutinized, incl. all attached documentation, photos and text. If additional information is needed, we will contact you via the email or phone number you have given during the registration.

The check and approval of the campaign will be complete within 3 business days.

Launching a campaign as a legal entity

Accepted Answer

In case you are a foundation, association or another legal entity that wants to launch a campaign on the platform, during launching you will have the opportunity to launch your campaign on behalf of the organization.

How can I request payment?

Accepted Answer

To request payment for your campaign on the platform, follow these steps:

1. Log in to your profile from the Login page. If you are logged in to your user profile, select the green button from the menu.

2. From your profile menu select "Campaigns" -> "Request Payment" or if you are on the "View Campaigns" page select the black button "Manage Campaign" -> "Request Payment"

3A. For non-medical campaigns, enter Recipient Names, IBAN, Amount and Description. In the description, describe in detail all the news about your campaign. The description is visible in the News section of your campaign and donors follow it.

3B. For medical campaigns, choose one of the three payment methods - donation account (available only for campaigns in Bulgaria), proforma or personal account. The rules are given for each of the three payment methods as you have agreed when launching your campaign.

In the Recipient Name box, enter the name of the recipient. If you make a proforma donation, the recipient shall be visible on the proforma. (it may be written as account name, acc name)

On the IBAN box, enter the account where the donation should be made. (in some proformas the account is called account number, acc №, acc num, account name, IBAN)

Amount and currency - enter an amount and select the currency you wish to be transferred. When changing currencies, the platform automatically calculates your balance in that currency. If you do not find the currency you want to make the transfer in, request payment by converting at the current exchange rate for the day you find on the Internet.

Put a tick on the swift box if you want to get it on the email you are registered with.

In the description, describe in detail all the news about your campaign. This is the report to donors - be as detailed as possible.

If your campaign is of medical nature, you should strictly comply with the rules for disbursing funds, which are visible in red. Follow your email - you will receive a notification for the approved payment.

Question 18

How can I launch a campaign?

Accepted Answer

To launch a campaign on the platform, follow the steps below. The platform will give you explanations at the important steps in the form of Consultations so that your campaign can be as well-developed as possible.

1. Start your campaign using the Start Campaign button. The email and phone you enter will be the contact of the team with you. They have to be correct and you should follow them. You will receive our system notifications or we will contact you, if needed, via them. If you are going to organize a campaign for someone other than yourself, you can register with your name. You will be the campaign initiator and during the launch of the campaign, the system will remind you to fill in the name of the beneficiary.

If you are the founder of a foundation, association or other legal entity, then the platform will give you the opportunity to launch a campaign on behalf of your organization.

2. Launching a campaign is complete in a few easy steps. At each of them, choose the most accurate option for you.

After sending your application for your campaign, a platform administrator will check it, contact you when needed, and approve it. After the approval, you will receive a notification on the email you registered with.

Question 19

How can I transfer funds from my campaign to another campaign or to the Fund?

Accepted Answer

If your campaign has undisbursed funds that will not be used and you want to transfer them, the options are to transfer them to another campaign on the platform or to the Fund for the Treatment of Children Abroad on the platform.

To do so, follow these steps:

1. Log in to your user account from the Login page. If you are registered in your user profile, select the green button from the menu.

2. From your user menu, select Campaigns -> Transfer funds to another campaign or to the Fund.

3. Press the Request transfer button.

4. If you have more than one campaign on the platform, choose from which campaign you want to transfer the funds.

5. Choose whether you want to transfer the funds to a campaign or to the Fund.

6. Enter an amount.

7. Enter a message.

8. Press the Request Transfer button.

An administrator of the platform will check the requested transfer as soon as possible (they can contact you if needed) and approve the request. You will get a notification on your email that the transfer was approved.

Question 20

How long does it take to pay out the funds and how long does it take to get them in the account?

Accepted Answer

Provided that you have requested a correct payment and it complies with the rules of the platform, the funds shall be paid out within 72 hours.

Once the funds have been paid out by the platform and you have received an email for payment approval, the funds will be in the account you have transferred them tentatively as follows:

transfers to accounts in countries in the European Union - next business day
transfers to accounts in countries outside the European Union - up to 7 business days

ATTENTION: The time limits indicated above are tentative and depend entirely on banks. Once the funds have been transferred by the platform and you have received an email for payment approval, the platform CANNOT speed up the process.

ATTENTION: If there is a delay in the transfer, the bank shall notify the platform and we will take immediate measures and inform you in a timely manner via email and/or by phone you registered on the platform. If we have not done so and the transfer has not yet arrived, you are advised to wait. The time limits do not depend on the platform, but on banks.

ATTENTION: If the recipient of the amount claims that they have not received it (and a period of at least 7 business days has elapsed), you are advised to look for the transfer of the amount from the Pavel Andreev Foundation, not from you as a natural person.

Question 21

It has been more than 7 business days, I submitted the payment order/swift, too, but the recipient claims that they have not received the funds. What shall I do?

Accepted Answer

If more than 7 business days have passed and we have sent you payment order/swift, and the recipient claims that they have not received the funds, it is important:

to look for a transfer of the amount from the Pavel Andreev Foundation, not from you.
to search not only based on the date of the payment order, but also a couple of days after. The date of the payment order does not always coincide with the date of receiving the money by the recipient.

Question 22

I have requested SWIFT - when will I get it?

Accepted Answer

If you have requested a payment to a country out of the European Union and you have put a tick to receive SWIFT, please note that after the platform makes the payment, this document is required by our bank.

The time limit to get SWIFT from the bank is up to 2 business days. As soon as we receive it, it will be sent to the email you launched your campaign with.

Question 23

Can I launch more than one campaign on the platform?

Accepted Answer

Each registered user (initiator of a campaign) can launch an unlimited number of campaigns on the platform.

Question 24

What happens to the money in my campaign after it expires?

Accepted Answer

If your campaign is expiring, has expired and you have not extended its duration, or treatment will be delayed, the amount raised under your campaign will not be wasted and there is no time limit for its storage. At any time and regardless of whether the campaign is active or has finished, you can request payment.

If your campaign has finished (it cannot accept donations) and you want to reopen it and extend its duration, then read our guideline: I had a campaign on the platform but I should resume it. What should I do?

Question 25

What happens if the needed amount has not been raised?

Accepted Answer

If the set target amount has not been raised, the campaign initiator can use the available amount for the needs of the campaign complying with the rules of the platform.

If the amount raised so far is not enough and the specific cause cannot be implemented, the options are:

- to look for additional funding. During that time, the amount that is on the platform shall not be spent and it can stay for an indefinite period of time.
- to transfer it to another campaign on the platform.

Question 26

The hospital wants me to pay for my treatment on the spot. What shall I do?

Accepted Answer

If you have a campaign on the platform and you want to pay for your treatment, but the hospital tells you that you have to pay on the spot, then contact your health coordinator or your translator and tell them that you want to pay by proforma invoice because your treatment is funded through a charity campaign.

A document will be issued to you (the so-called proforma invoice) and via it you should request payment from your user profile. How to request payment from your profile - read our guidelines: How can I request payment?

Question 27

I failed to extend my campaign and it has closed down. What shall I do?

Accepted Answer

If you forgot to extend your campaign and it has closed down, follow these steps to activate it again:

Log in to your profile from the Login page. If you are logged in to your user profile, select the green button from the menu.
Press the green Activate button for the campaign you want to be active and set a new end date of your choice. In this way, you show the Donors until when the necessary amount should be raised.

Question 28

What are the conditions for allocation of funds?

Accepted Answer

The campaigns are divided into two categories on the PavelAndreev.ORG platform: medical and non-medical.

For medical campaigns (Treatment, Medicine and Rehabilitation category) there are strict rules that are clearly defined in item 8 of the General Terms and Conditions of the platform and every campaign initiator and donor shall agree to them. If there is a discrepancy between this text and the text in item 8 of the General Terms and Conditions, the General Terms and Conditions shall prevail. The conditions are:

on the Beneficiary's donation account (the method is only available for campaigns in Bulgaria) - after submitting a contract for opening a donation account. The account, holder's name, signatures and seals of the document should be visible. The time limit of the contract should not have expired. If it has expired, attach an Annex issued by the bank;
on a proforma invoice to a third party where you should clearly indicate what you are paying for. You shall agree that the following types of expenses can be paid: treatment and rehabilitation, examinations and drugs, transportation from the place of residence to the city where the treatment takes place - bus or plane tickets for the beneficiary and one companion or ambulance, accommodation for the beneficiary and one companion, translation services.
Conditions for payment of expenses to a personal account:
- these expenses could not be paid based on a pre-issued proforma invoice to a third party (your treatment and examinations at the hospital are costs that can be paid in advance based on a proforma) and you have already paid them.
- these costs incurred after you had already got an approval for a campaign on the platform. Expenses incurred before a campaign has been launched will not be paid.
- expenses that could not be pre-paid based on a proforma are: hotel or accommodation, travel costs for transportation from the location of the beneficiary to the city where the treatment will take place (bus, plane ticket or ambulance), visas, medicines, prostheses, orthoses, hospital equipment.
- Costs from a personal account are covered only for the Beneficiary and one companion.
- Costs from a personal account are reimbursed only and solely to the account of the Initiator of the campaign or the Beneficiary.

For non-medical campaigns (all categories other than Treatment, Medicine and Rehabilitation), funds are paid to the account of the initiator of the campaign and there are no explicitly introduced rules.

Question 29

What is transfer of funds and how does it work?

Accepted Answer

Every initiator of a campaign on the platform can transfer an amount from their campaign to another one or to the Fund for the Treatment of Children Abroad. This option is used in the following cases:

after a successfully completed campaign when there is a residual unspent amount that is not needed
in case of death of the beneficiary

How does the transfer of funds work (illustrated with an example)?

Each user of the platform can see two amounts in the campaign:

total donated amount for the campaign (for example, EUR 100 donated out of the needed EUR 300) - this is the total donated amount for the campaign
available amount (for example, EUR 70) - this is the amount that is available in the campaign and is not spent

If the initiator of the campaign wishes to donate EUR 20 to another campaign, EUR 20 will appear with a minus (-) in the Donors section and:

the total amount donated for the campaign will change as follows - from " EUR 100 donated out of the needed EUR 300" to " EUR 80 donated out of the needed EUR 300"
available amount will change - from "70 EUR " to "50 EUR"
regarding the campaign the above EUR 20 was transferred to, that amount will be available in the Donors section as a donation, in both the total donated amount and in the available amount

Question 30

I had a campaign on the platform and I need to resume it again. What should I do?

Accepted Answer

If you had a campaign on the platform and you need to resume it again, you should take the following 3 steps to make it clear to donors:

1. Activate the campaign and extend the duration:

If your campaign is closed and inactive (you cannot receive donations), you should activate it and set a new end date. The due date shows when the amount you need should be raised.
To activate your campaign:
- log in to your user profile from the Login page. If you are logged in to your user profile - select the round green button from the menu.
- press the Activate button. The platform will ask you for a new end date. Set the new end date and activate your campaign.

If your campaign is active, you should only adjust the end date of the campaign. Check out the guidelines on How can I adjust the duration of my campaign?.

2. Adjust your target amount.
For example: Your campaign had a target amount of EUR 100,000 and donors supported you with EUR 80,000. You currently need EUR 50,000. You should adjust your amount to EUR 130,000 (= EUR 80,000 + EUR 50,000)
