💳 How Are Funds Reported and What Are the Conditions for Their Disbursement?

The process of disbursing and reporting funds at PavelAndreev.ORG is strictly regulated and fully transparent. Its purpose is to ensure that collected donations are used solely for their intended purpose and in support of the real needs of beneficiaries.

There are two types of campaigns on the platform – medical and non-medical. The rules for using funds and the conditions for their disbursement depend both on the type of campaign and on the country from which the campaign is launched.

🏥 Medical Campaigns

Medical campaigns are subject to strict control and follow specific rules, described in detail in section 8 of the platform’s Terms and Conditions.
Every organizer and donor agrees to these rules when starting or supporting a campaign.

Each payment under a medical campaign is supported by documentation. In accordance with GDPR requirements, these documents are visible only to the platform.
The rules differ for campaigns launched from Bulgaria and those launched from other countries.

🇧🇬 Medical Campaigns Launched from Bulgaria

Funds can be disbursed in three ways:

To a beneficiary donation account
A valid contract for opening a donation account is required, signed and stamped by the bank.
The contract must be valid at the time of disbursement. If it has expired, a bank annex must be provided.

Via a pro forma invoice to a third party
Only expenses related to treatment, rehabilitation, examinations, medications, medical transport, accommodation for the beneficiary and one accompanying person, translation services, and other verifiable medical expenses are covered.
Payment is made directly by the platform to the respective institution via bank transfer.

To a personal account
This is allowed for expenses that cannot be paid in advance via a pro forma invoice, such as visas, medications, accommodation, transport, or hospital equipment.
These expenses may be paid in advance by the campaign initiator, after which the platform reimburses the amounts to a personal account.
Expenses must be incurred after the campaign has started.
Funds are reimbursed only to the account of the campaign initiator.

🌍 Medical Campaigns Launched Outside Bulgaria

Funds are disbursed exclusively based on a previously issued pro forma invoice or a similar document addressed to a hospital, physician, or laboratory.
Payment is always made directly to the institution.

📄 Non-Medical Campaigns

For campaigns not related to treatment or medical needs, funds are disbursed to the account of the campaign initiator.
The initiator is responsible for how the collected funds are used.

In case of suspicion or a submitted report, the platform may request documents or other evidence of the incurred expenses.

The combination of preliminary verification, clear payment rules, and public accountability ensures that every donation reaches its intended purpose.
This is the core mechanism through which PavelAndreev.ORG maintains trust based on real and verifiable transparency.
