Official position and response in defense of the truth. Part 3

Hello friends,
For about a month now, Evgenia Borisova has been intentionally making Facebook posts in which she expresses statements about the platform and our work that do not correspond to objective truth but are filtered through an emotional lens. Today, there is yet another post to which I will respond point by point. Please note that after I announced I would seek my rights in court, she made corrections to all her posts and comments, and her initial posts were completely different from their current form. The same may happen with this post as well. I remind you that every post and comment is documented by a notary to ensure full clarity in court. Now, regarding the current post in its present form:

  1. Quote: “Why didn’t you come to meet face to face, but left me with even more questions?”
  • I received an invitation from Maria Boneva to participate in the said show, which at the time of writing this post has not aired, but when I asked what exactly I was supposed to comment on so I could prepare, she said that she had witnesses who would provide “evidence,” with which she herself was not familiar and would become acquainted during the recording. Since our platform has hundreds of active campaigns and thousands completed, I need to know in advance what cases I am to comment on so I can prepare with accurate figures and documents. Each individual campaign on our platform has a separate file. Everything is strictly monitored, traceable, and visible. Without specifics, we cannot enter a studio with tens of thousands of documents—you understand that this is not possible and not ethical. The only thing we asked for was specificity so we could SHOW and respond SPECIFICALLY to the questions and put an end to speculation.
  1. Statement: “Do you think I have the right to ask questions??? How am I breaking the law by asking questions that concern me as a donor? Practically, we have financial relations (I am a donor and you are the platform to which I transfer money), why don’t I have the right to ask how the funds are spent?”
  • I fully support and encourage asking questions about how the donated funds for campaigns are being spent, and further down in my post I will provide explanations regarding the quoted campaigns. I believe such questions can be asked not only by donors but by anyone interested in a given campaign. For this reason, we have described the entire process transparently and in great detail on our website, accessible to everyone. However, in the respective posts, there are no specific questions regarding how the funds were spent on the campaign, but simply accusations that money from the campaigns is being shared with hospitals. These posts have been edited many times and their meaning has been changed (we have screenshots of all versions of the posts). I categorically state that there has never been and never will be any sharing of money with hospitals! This is easily traceable. We have never allowed ourselves to even recommend a medical facility. That is not our job and we do not make decisions about where patients should be treated. Our mission is only to help make that happen! Again: the decisions are made solely by the patients themselves!
  1. Statement: “As my witnesses, Silvia and Desislava Mihaylova were supposed to come. There are four more affected individuals, but they are still afraid to speak because they did not receive any guarantees that the money from their campaigns would be reimbursed.”
  • The platform has clearly defined rules on how funds are spent. That is also the reason many donors use it. In this regard, I cannot give any guarantees, since the rules apply to absolutely everyone and they are the fundamental link between the people who donate and those who receive donations. There are no special conditions for fund disbursement for specific campaigns. Every beneficiary can use the funds from their campaign according to these rules, which I cite here:

For campaigns in the category “Treatment, Medicine and Rehabilitation”:

  • To a donation account of the Beneficiary (method available only for campaigns in Bulgaria) – after submitting a contract for opening a donation account. The account, name of the holder, signatures, and seals must be visible. The contract must not have expired. If it has, an annex issued by the bank must be added.
  • Based on a pro forma invoice to a third party, where it is clearly stated what is being paid. You agree that the following expenses may be paid: treatment and rehabilitation, tests and medications, transport from the place of residence to the city where the treatment is conducted – bus or airplane tickets for the beneficiary and one companion or ambulance, hotel for the beneficiary and one companion, translation services.

Conditions for reimbursement to a personal account:

  • These expenses could not have been paid via a pre-issued pro forma invoice to a third party (your treatment and tests in the hospital are an expense that can be paid via pro forma!) and you have already paid them.
  • These expenses were generated after you already had an approved campaign on the platform. Expenses made before starting a campaign are not subject to reimbursement.
  • Expenses that could not have been paid in advance via pro forma are: hotel or accommodation, travel expenses for transport from the beneficiary’s location to the treatment city (bus, plane ticket, or ambulance), visas, medications, prostheses, orthoses, hospital equipment.
  • Personal account expenses are reimbursed only for the Beneficiary and one companion.
  • Personal account expenses are reimbursed only and exclusively to the account of the Campaign Initiator or the Beneficiary.

Regarding Silvia’s campaign, I have provided full information on her case in my previous post.

Regarding the mentioned campaign of “Desislava Mihaylova,” we would like to first point out that this is not Desislava Mihaylova, but Desislava Emiliyanova Mladenova. We expect a response from her without any concern that we would in any way obstruct the payments from the donation – I declare this publicly!

  1. Statement: “Two years ago, while lying in rheumatology, her close relative saw that after many tests and going from hospital to hospital in Bulgaria she was still undiagnosed and advised her to start a campaign on Pavel Andreev’s platform to go for treatment abroad.
    They contacted a platform representative and within 2 hours they had a campaign.
    How they decided on the treatment price in the campaign remains a complete mystery to me. A campaign is announced for 25,000€.”

Desislava Mladenova started her campaign on the platform on 21.06.2024, that is, ONE year ago. I also emphasize that we assist only and exclusively with the financial aspect of the campaign, and the choice of country and hospital for treatment is solely the patient’s decision, as will become evident from the payment details we will outline below.

Regarding the launch of a campaign on the platform, it is important to clarify that beneficiaries go through registration on the website and a multi-step process during which they are introduced to the platform’s terms, which they explicitly agree to, and then they upload photos, text, medical documentation, and an offer. In case they do not agree with the terms of the platform, then they should not use it. After this process, the campaign launch request reaches us, and a platform employee contacts the campaign initiator by phone for a detailed discussion about the campaign, in which we again repeat the terms for disbursement of funds. In this context, the phrase “in 2 hours they had a campaign” implies that we initiate campaigns, whereas the truth is that behind every campaign stands a natural or legal person who is the initiator and is responsible for all the information submitted to us.

As for “how they decide on the treatment price” – Desislava Mladenova submitted a pro forma invoice from a hospital she had already chosen for treatment /Memorial/, amounting to 25,000 euros, issued on 17.06.2024, which is 4 days before she started her campaign with us. I will also quote a part of the text she wrote when launching her campaign:
“I found a hospital in Turkey and so we sent all the documents, imaging diagnostics and tests. The hospital is adamant that I require many tests that cannot be done in Bulgaria and I am definitely a case for a team of many specialists. They believe they can find a diagnosis, treatment and salvation...
And here comes my plea, people! I have no time, and the hospital offer amounts to 25,000 euros, which I do not have… For me, they are vital, but not only for me – I want my daughter to have a mother!”

  1. Statement: “Usually, to open a campaign you need to have a diagnosis or at least an offer for treatment and based on that to create the campaign, but that’s another topic.”
  • Besides the presence of an offer, Desislava Mladenova also attached a discharge summary from University Hospital “Alexandrovska” EAD, an imaging test result from University Hospital “St. Ivan Rilski” EAD – Sofia, and an intermediate discharge summary from University Hospital “Queen Joanna – ISUL” EAD.
  1. Statement: “She writes a short description of her problem and says that she was referred by Pavel Andreev to Turkey and Karadja Tour, but the platform is against that and removes the part where she says they referred her.”
  • Again, I strongly emphasize that the platform does not refer patients for treatment anywhere. In this regard, it is possible that a platform employee requested that such a text be removed because the statement is false, which is also evident from the difference in dates between the offer and the campaign launch.
  1. Statement: “After the campaign started, they immediately received an offer from Karadja Tour for Memorial Hospital Turkey for 15,000 euros for diagnostics and the platform paid them. (I attach the invoice which is for 536,000 TL, which is 11,960€) up to 15,000 there is a difference and something even stranger happens.
    5 days after their stay at the hospital, they are told that these 15,000€ are not enough and the bill is 22,000€.
    Desi is shocked and asks questions. She wants a detailed breakdown, saying that she owes transparency to her donors, after which the translator tells her the next day that they will forgive the 7,000€ and that the 15,000€ are enough and there’s no need for tension.
    I’m posting the chat in which Desi is asked for 22,000€.”
  • I repeat again, the platform’s commitment is related to fundraising and disbursing the funds according to its rules. It is the beneficiaries’ responsibility to monitor their hospital bills and documents, and I emphasize that the platform has no access to detailed information about what procedures are performed. Decisions about where and what procedures to undergo as treatment, as well as becoming familiar with the hospital’s price terms in advance, are the responsibility of the patient. Treatment in any country in the world is extremely expensive and it is appropriate that when such steps are taken, a person does their research.
  • Although I am not responsible for the prices of medical services in hospitals, I would like to note that the invoice in question for 536,000 Turkish liras that you show is dated 07/24/2024. A simple Google search for the Turkish lira-euro exchange rate on that date shows it to be 0.028. That is, 535,853.42 Turkish liras x 0.028 = 15,003.90 euros. The amount you quote, in the amount of 11,960 euros, has been converted at the exchange rate as of today - 06/10/25, which is 0.022.

We will describe the payments Desislava Mladenova requested us to make, in chronological order:

  • 28.06.24 – payment requested to BORRELIA CENTRUM SRL amounting to 1,294 euros;
  • 01.07.24 – payment requested to ISTANBUL MEMORIAL SAĞLIK YATIRIMLARI A.Ş. amounting to 15,000 euros;
  • 31.07.24 – payment requested to MC Transhelix Ltd. amounting to 330 BGN;
  • 07.08.24 – payment requested to S.C. EUROHIPERBAR SRL amounting to 150.70 euros;
  • 07.10.24 – payment requested to MDL BODIMED 99 Ltd. amounting to 972 BGN;
  • 23.10.24 – payment requested to Heidelberg Medical Center Ltd. amounting to 1,500 BGN;
  • 08.11.24 – payment requested to GENOMEN CENTER BULGARIA AD amounting to 1,622 BGN, which was denied for the reason: “Please provide information about your condition, as you have not posted any updates.” I remind you that every payment appears as a news update in the campaign so that donors can follow campaign expenses, and also receive current information about the beneficiaries and their condition. Upon payment request, it is stated that without information, the payment may be denied. In this case, she had not given any update since June. The next day – 19.11.24, she again requested the same payment, this time filling in the information field correctly and the payment was approved. I strongly emphasize to all beneficiaries that these payments and updates are monitored by hundreds of thousands of donors and we receive daily inquiries when a campaign has no recent update. I remind you that all beneficiaries on the platform receive treatment thanks to donors, and they ask for only one thing in return – up-to-date information about you. But since they don’t know you and don’t know who you are, they ask us.
  • 09.12.24 – payment requested to UKGM Gießen amounting to 2,000 euros;
  • 09.12.24 – payment requested to TRIP INN CITYHOTEL GIESSEN GIESSEN amounting to 380 euros;
  • 10.12.24 – payment requested to ALESSANDRO CARTA amounting to 377 euros;
  • 18.12.24 – payment requested to TRIP INN CITYHOTEL GIESSEN GIESSEN amounting to 190 euros;
  • 17.01.25 – payment requested to WATER FUEL ENGINEERING BULGARIA Ltd. amounting to 720 BGN;
  • 07.02.25 – payment requested to ACIBADEM CITY CLINIC UMBAL TOKUDA EAD amounting to 2,530 BGN;
  • 04.03.25 – payment requested to PHARMA DYNAMICS Ltd. amounting to 577.10 BGN. The requested payment was denied due to lack of clarification that it is a medical product. Afterwards, we received an email from Desislava explaining that it is a medical product and the payment was approved the same day – 04.03.25;
  • 13.03.25 – payment requested to MDL BODIMED 99 Ltd. amounting to 1,509.50 BGN;
  • 01.04.25 – payment requested to SBALHZ EAD amounting to 398 BGN;
  • 04.04.25 – payment requested to ET Boni Farm – Boryana Momchilova amounting to 2,061 BGN;
  • 08.05.25 – payment requested to ACIBADEM CITY CLINIC UMBAL TOKUDA EAD  amounting to 495.80 BGN;
  • 08.05.25 – payment requested to ACIBADEM CITY CLINIC SERVICES Ltd. amounting to 170 BGN;
  • 16.05.25 – payment requested to MDL BODIMED 99 Ltd. amounting to 1,456 BGN.

For each of these payments, the platform has payment documents.

  1. Statement: “Why do you so easily and without questions pay Karadja Tour 15,000 euros for unclear tests and 'treatment', but deny Desi consultations with professors in Bulgaria and medical food? (I am publishing the refusals)”
  • As can be seen from the previous breakdown of all payments made for Desislava Mladenova’s campaign, NO payment has been made to a recipient named “Karadja Tour” – at least not with funds from the platform! The mentioned 15,000 euros that we have paid (if these are the same) were paid to ISTANBUL MEMORIAL SAĞLIK YATIRIMLARI A.Ş. The decision to pay this amount to this hospital was made by Desislava Mladenova, and our responsibility, as the platform, is to process the payment to the hospital. I reiterate that where and what kind of treatment patients undertake is entirely their decision. Our obligation ends with the disbursement of funds according to our rules. Also, regarding the payments for consultations in Bulgaria – as shown in the above report – such were not denied, and all payments for Bulgaria were approved. As for the payment of medical food, again evident from the report, all funds were disbursed, with only one initial refusal, which, after clarification of what exactly was being paid, was approved on the same day.
  1. Statement: “Could you please ask the owner of Karadja Tour to stop threatening me by calling the television to defend you, in her capacity as a 'concerned citizen'?
    I do not know her and for the first time in this post I mention her company. I happened to have the 'honor' of exchanging information with her company and one of her employees (who also served Desi), because I saw their advertisement on Nikolay Dikovski’s wall.
    I am asking for answers, not for attacks.”
  • I cannot be held responsible for the behavior and actions of third parties.
  1. Statement: “Also, I do not believe that if your platform is clean, you would be unable to prove your innocence by answering my questions.”
  • I believe that just like in my two previous statements, in this one as well I am clarifying that the platform is engaged only with the financial aspect of the campaign, that it does not matter to us who is treated where or what treatment method they choose (as is evident from Desislava Mladenova’s campaign – she uses the funds for consultations, treatment, and medical food in Romania, Turkey, Bulgaria, Germany, and Italy), and that all funds for campaigns are paid correctly according to the rules, which were cited above.

Conclusion:
Our work is the result of a lot of team effort and time. It saves and gives hope thanks to thousands of donors. All conditions and details of the process are described transparently and accessibly. The current situation is unpleasant and demotivating, considering the many lies and baseless accusations that tarnish the name of the platform whose goal is to help! I hope that through the truth these speculations will stop and the lies will come to an end.
